Canada has a contract with Palantir, which is LLM targetting software being used to spy on and control the opposition. Palantir is why Carnie is now peppering his speeches with AI generated prompts such as recognizing a historic English Canada most likely. It is essentially being used as a grift software to map out critics and placate them with tokenistic offerings or by sending them to jail. That's the forefront Carnie is talking about, Canada is supposedly at the cutting edge of chinese inspired social control software
