No, I don't think that can happen. They are completely caught up in a intellectual framework that explains the world even when the outcomes fail to happen as predicted or have bad externalities. If something fails they can always point to the scapegoat, racism, as a way of distancing the problem away from their ingroup. Most probably don't even recognize the problems as existing since their media refuses to platform and identify the issues at play.
This is exactly how whites have spent over 50 years trying to supposedly reverse the legacy of slavery among blacks, quite ineffectively, and yet still many believe they are personally responsible for the problem. Or how the nu left believes Donald Trump is the reincarnation of fascism with democracy in peril, despite multiple electoral cycles where Trump refused to seize total power. Ditto for the repeated failure of socialism worldwide, or the constant denial or race differences using sophistic tricks and fabrications or whatever.
This is how you get intellectual dinosaurs. People create unfalsifiable ideologies with ever more elaborate angels-on-pins theses to explain the discrepancies. But they never actually get out of the original conceits they bought into. People have said science advances one tombstone at a time, and it's true. Same for social systems.
