Communist countries like Canada don't care about justice, they just care about increasing the power/wealth of the Overclass of managers. Throwing a jeet truck driver in prison is a reduction in overall productivity for the communist overlords so they give him the least sentence possible where there aren't riots. Also, they hate White people so they'd have given him 100 years if they could get away with it if he were White.
