‘British Columbian’ no more

What entities or person(s) ultimately make these decisions and allow them to pass? Where precisely does sovereignty lie in BC (and throughout Canada)? Is it with the ‘provincial’ gov’t, the federal parties, the UN (via UNDRIP), the natives, the courts? Surely not all, since one must have authority, ‘to make the exception’ over the rest.
 
I wonder how long the name of the province gets a name change to some unpronounceable name...... That topic or discussion comes up every couple or few years it seems.
