You have to wonder what the practical solution to third-world parasitism of the food banks might be. Any sensible solution to prevent abuse would likely run afoul of the law

Getting rid of food banks completely. If you can't get food in Canada somehow in a moral manner (asking friends/family, working, begging), you don't deserve to be alive in Canada.
