Apparently that is happening in Africa with natural resources as China gave them 'loans' for infrastructure and these countries can not pay them back so China takes resources that these countries used as collateral...

Yes. China knows they will never be able to pay them back so they give them a few cheap roads, all built by Chinese to tofu dreg standards, and they get their resources forever, if China wasn't communist you'd almost think this was neocolonialism.
