“In consultation with Staff Sgt. S. Scott, Salmon Arm RCMP Detachment, there is a high bar that must be met to be successful in identifying and subsequently prosecuting suspects. If surveillance video is grainy and dark, it may not be of any value as evidence to the investigation,” reads the report.

Staff also point out surveillance cameras raise “significant privacy issues and balancing the right between safety and privacy for citizens,” noting guidelines provided by the Office of the Information and Privacy Commissioner (OIPC) state “…it is not sufficient for a public body to claim an interest in reducing crime to justify collection for ‘law enforcement’. Instead, the public body must have a common law or statutory law enforcement mandate to enforce those laws.”

Staff provide a case in point, a recent OIPC ruling against the City of Richmond, stating the city was “not authorized to collect personal information using video surveillance for the purpose of policing as it did not have a mandate to police individuals.”


Staff reiterates individuals have “a right to personal privacy and the bar that permits a public body to collect personal information through video camera surveillance is very high, and is of the position that “incidents of vandalism at the Rainbow Crosswalks do not meet the legislated requirements and would not be supported by OIPC if compliance was requested.”

Here we know that one single resident complained, and whole city council starts kvetching
The motion was prompted in part by correspondence from a resident “appalled” by the recent defacing of the tri-rainbow crosswalk
...repairing the crosswalks after they’ve been vandalized “sends a negative message that we don’t care enough to stop this behaviour from happening, which sends a message that Salmon Arm is still not a safe place for diverse people…”

Just getting rid of these crosswalks would be cheaper than cameras plus the issues around it will go away. Just like with black history month the gay was not really pushed on us and seemed quiet last June for pride month... The woke is slowly going away...
