In the US this would be illegal as all non-classified government communications must be archived by the Library of Congress. This is pure banana republic bullshit.

As I said above, I'm confused, because if true, this is an insanely bad thing and goes against all ideals of transparency and democracy. It feels like it  has to be fake, it couldn't possibly be true.

Most private professionals have to keep all communications, including emails, and notes on work/projects for 7 years, similarly for tax claims.
