Believe it or not, somebody I once knew in the labour movement told me that members were encouraged to pronounce every letter in PSAC to avoid that exact pun, because it might be triggering to puritans and/or feminists (and to do the same with CUPW to forestall any jokes about gigantic breasts)
 
70 000 are rookie numbers they need to pump that number up

Didnt the cra lie to people on their tax forms and give false info causing people to owe more or get fines. The dei hires all couldnt do their jobs and still cant. To make the matter worse they told the end user there wasnt piss all they could do about it and to suck up the hurt

This is why 70 000 is to small a number. Pump that number up as no one on the fed payroll is doing their jobs
