It includes things like housing, legal aid, donations to orgs like UNHCR.

This does include way more than housing.

News Summary:
Majority of immigrants not making payments on gov loans
Two thirds of immigrants, including those with permanent residency, were not paying their monthly minimum payments on an outstanding $150 million tax-funded immigration loan.

These loans carry 0 interest, something most Canadians can only dream of. Only 36% of recipients were making minimum monthly payments as of March 31st 2023. We don't know if the delinquents are deferring or defaulting.
