Investigators with the York Regional Police #4 District Criminal Investigations Bureau have charged a man from the City of Vaughan with multiple stalking-related incidents and believe there may be additional victims.
In September 2025, the male was reported to follow the victim home in the area of New Westminster Drive and Bathurst Street. The suspect attempted to engage the victim in conversation, telling them they looked familiar and asking if they worked in Newmarket. The victim recognized the same male from a previous incident in February 2025, when he followed the victim from school and made similar comments.
Also in September, a similar report was taken in the area of Clark Avenue and Dufferin Street. Another youth reported being followed home from school by a male who asked if the victim worked in Newmarket and claimed to recognize them.
Following an investigation, the suspect was identified and charged on October 11, 2025. Investigators are releasing a photo of the accused as they believe there may be more victims. Anyone with information is urged to come forward.

Is this a real law in Canada?
Does anyone know what's the criteria required that would tip the scales from "following" to "harassment" ?
 
I would think if you're following someone without permission then you are harassing them. There is no (or shouldn't be) a good version of following someone without permission.
 
Like a private detective? A journalist? A protestor? Ambulance chasers? There's got to be a line written in the Criminal Code what defines this as harassment. It just can't be "following someone", can it?
 
Yeah, I suppose you're right. A private investigator is considered legal but stalking is not. A journalist following a politician is considered legal but if one was to do the same thing to anyone without cameras it would be harassment.

That's an interesting question actually. I bet the law is written very broad and obscure so what it can be applied to anyone in any given scenario when wanted.
