If applied nationwide this would easily create the conditions for a civil war. When you attack the right of people to own the homes that they struggled and sweated to buy and pay off you are literally hitting them where they live. Of course some kind of intermediate solution will be suggested such as yet another huge cash payout to the local band or some kind of tax or rent to them by the homeowners, but we all know where this is trending in the long run -- "you will own nothing", etc. (And that "you" will eventually include the Natives as well)
