As someone who has been to Mexico a dozen times, Canada is still better than Mexico on corruption... and safety, cleanliness, and a dozen other metrics. You don't smell when you enter Canada, unlike Mexico.

However, Mexico probably has Canada beat in freedom, as Mexico doesn't really enforce many of the laws, and you can usually pay off the cops.
