JP has now adjusted the settings so that new users CAN adjust their own avatar images. Have fun!
Please do be mindful of the type of avatars used.

This ability was previously removed from new users when one user put a NSFW image as their avatar.
Instead, the admin team will now have the ability to remove the avatar-changing permissions, on a case-by-case basis, if someone repeats that type of behaviour.
If this becomes an ongoing issue, we'll re-evaluate how we handle such cases in the future.
